H<\/b>uliganizmi ne shkolla eshte dukuri shqetesuese, ne\"Gjimnazi komunen e Decanit.Bashkepunimi i ngushte I shkollave me drejtorine per arsim dhe me policine, po ndihmojne ne parandalimin e tij. Ndersa, r<\/span>regullorja p\u00ebr t\u00eb Drejtat, Detyrat dahe P\u00ebrgjegj\u00ebsit\u00eb e Nx\u00ebn\u00ebsve t\u00eb Shkollave t\u00eb Mesme po ndikon ne shtimin e disiplines dhe ngritjen e cilesise mesimore ne komunen e Decanit.<\/span><\/div>\n

Komuna e Decanit numeron 17 shkolla fillore dhe tri shkolla te mesme me gjithsej 8,507 nxenes. Nje pergjegjesi kjo jo e vogel per Drejtorine per Arsim te komunes se Decanit, thote drejtori Qazim Maloku:\u00a0<\/span><\/div>\n
\u201cNe kemi pas 15 shkolla, dy jane pavaresuar kete vit; shkolla fillore \u201eKuvendi i Verrave te Llukes\u201c ne Lluke te Eperme dhe shkolla fillore \u201eDeshmoret e Baballoqit\u201c e pavaresuar poashtu. Komuna e Decanit ka gjithsjet 6,132 nxenes te shkollave fillore, 2,375 ne shkollat e mesme me gjithsejt 583 punetore te arsimit\u201d.<\/span><\/em>\u00a0<\/span><\/div>\n

Ne janar te ketij viti, legjislativi komunal nj\u00ebz\u00ebri pat miratuar Rregulloren p\u00ebr t\u00eb Drejtat, Detyrat dhe P\u00ebrgjegj\u00ebsit\u00eb e Nx\u00ebn\u00ebsve t\u00eb shkollave t\u00eb mesme t\u00eb komunes, e cila, p\u00ebrmes 70 neneve t\u00eb saj, ka p\u00ebr q\u00ebllim krijimin e nj\u00eb rendi sht\u00ebpiak dhe disipline n\u00eb procesin m\u00ebsimor si dhe flakjen e problemeve te shumta q\u00eb aktualisht reflektohen n\u00ebp\u00ebr institucione shkollore. Fatmir Lulaj, kr\u00e4yetar i Keshillit Rinor te Gjimnazit \u201cVellezerit Frasheri\u201d, ne Decan, thote se rezultatet e kesaj rregulloreje jane te dukshme: <\/span><\/p>\n<\/div>\n

\u201eDo te deshiroja te pergezoj Kuvendin Komunal, gjegjsisht Drejtorine per Arsim, se derisa nuk eshte aprovu ajo regullore kemi psa ikjen e nxenesve prej oreve, papergjegjesi te profesoreve per ikjen e tyre nxenesve. Pastaj, rrahje te ndryshmet brenda dhe jashte objekitt shkollorsi dhe konflikte te tjera\u201c.<\/span><\/em>\u00a0<\/span><\/p>\n<\/div>\n

Natyra impulsive e adolshenteve eshte faktori kryesor i nxitjes se formave te ndryshme te huliganizmit neper shkolla. Dhe, edhe pse jo ne mase te madhe, nje dukuri e tille eshte e shprehur edhe ne Decan. Fatmiri sjell shkaqet me te shpeshta te kesaj dukurie:\u00a0\u00a0<\/span><\/div>\n
\u201eJane femnat, eshte poblemi i asaj: \u201cPse m\u00b4kqyre?\u201d, \u201cPse m\u00b4preke?\u201d…, gjana te cilat ne duhet evituar dhe duhet vetdijesuar te rinjte se keto nuk jane asgje dhe nese duam te kemi nje kulture evropiane na duhet me i heq ato gjana negative. Per kete do te apeloja tek te rintje por edhe tek organet kompetente qe te bejne disa fushata vetidejesuese qe t\u00b4i ikim prej atyre dukurive te cilat nuk jane te mira per rinine tone\u201c.<\/span><\/em>\u00a0<\/span><\/div>\n
Krahas kesaj rregulloreje, roli I Policise se Kosoves ne parandalimin e ketyre dukurive neper shkolla eshte i dukshem dhe njesitet policore vazhdojne te jene prezente ne pikat me kyqe. Madje, edhe me shume, pohon toger Rasim Syla:\u00a0\u00a0<\/span><\/div>\n

\u201cPolicia e Kosoves ne Decan, para se te filloje viti i ri shkollor e ka perpilu projektin e ri per siguri ne shkolla dhe me detyra konkrete. Policia e Kosoves gjithmone jane neper vende ku jane identifiku si vende qe duhet te vendoset Policia e Kosoves, ne menyre qe te zhduket huliganizmi dhe ne menyre qe femijet te kene nje siguri te mire per te shku ne shkolle\u201d-thote Syla.<\/span><\/em><\/div>\n

Ne shtator vitit 2009, Kuvendi i Kosoves kishte miratuar ligjin per Fuqizim dhe Pjesemarrje te Rinise. Kjo u pasua me miratimin e\u00a0 Strategjise Kosovare dhe Planit te Veprimit per Rini 2010-2012 nga qeveria e Kosoves e cila perfshin; pjesemarrjen rinore, edukimin joformal, punesimin, sherbimet e kujdesit shendetwsor per rini, si dhe kulturen, sportin dhe rekreacio
\nnin. Themelimi i 16-tw Qendrave Rinore neper qytete te Kosoves vie si rrjedhoje e kesaj strategjie, njera nder te cilat eshte edhe ne Decan. Ardian Binakaj eshte menagjer I qendres rinore ne Decan:\u00a0<\/em><\/span><\/p>\n<\/div>\n

\u201cKa ndiku shume pozitivisht. Koheve te fundit shume qeshtje rinore qe i akne preokupu jane paraqit para kvuendit komunal e decan. Koheve te fundit jemi ne dieni qe keshilli bashke e aktivistet e tij i hartoi nje plan te veprimit ne mbeshtetje te Organizates Gjermane per Bashkepunim Nderkombatar Giz, tek i cili hasem ne mirekuptim. Diten kur u be aprovimi i atij plani, rezultuant disa komente te atyre te pranishmeve qe me t\u00b4vertet i japen pozitivitet i dhane motiv edhe rinise ne menyre qe me vazhdu ne te ardhmen. Ja vlen te theksohet se me ngritjen e Qendres Rinore ne Decan eshte kriju nje pike grumbulluese ku rinia po shkon, po shpreh talentin e vet, po bart aktivitete rinore dhe ne njfare menyre po e then ate monotnine e vet qe e ka pas ndoshta me heret\u201c.<\/span><\/em>\u00a0<\/span><\/div>\n

Rinia decanase ka vullnet per bashkepunim me te gjitha institucionet. Atyre iu nevojitet vetem perkrahja.\u00a0\u00a0<\/span><\/div>\n
\u201cBashkepunimi i rinise varet krejtsisht nga te tjeret. Cka ofrojne te tjeret per ta, ata do te oforjne dyfish sepse ekzisotn nje vullnet i mire dhe kane motiv per te ndryshu per te mire gjithmone. Jane teper bashkepunues edhe insistojne gjithmone ne bashkepunim\u201d,<\/span><\/em> thote Ardiani, sipas te cilit nxitja e bashkepunimit te rinise me komunen dhe policine do tw mund te sillte rezultate edhe me te medha.<\/span><\/div>\n
\u201cKish me ndiku pozitivisht ne menyre qe me i zbut apo me i eliminu te gjitha ato probleme qe kane te bejne me huliganizmin ne shkolla, me qeshtjen e sigurise, me edukimin e te rinjve ne komunikacion. Dhe padyshim, nese do te uleshim ne nje tryzee nje perfaqesues nga komuna, nje nga policia, nje nga rinia dhe nje nga shoqeria civile, vet fakti se ata po ulen ne nje tryeze kishin me dhane rezultate te mira\u201d.<\/span><\/em>\u00a0<\/span><\/div>\n

Ne baze te nenit 32 te rregullores per arsim, ne rast te konsumit apo shp\u00ebrndarjes sw narkotik\u00ebve dhe mbajtjes se arm\u00ebve t\u00eb ftohta dhe t\u00eb zjarrta, p\u00ebrcaktohet masa ndeshkimore e largimit nga shkolla deri n\u00eb 3 dit\u00eb, edhe pse asambleistet decanas paten propozuar\u00a0 aplikimin e nenit 35, i cili p\u00ebrcakton masen e ndeshkimit me p\u00ebrjashtim nga shkolla. Mirepo, sipas togerit Rasim Syla, pervec dy-tri rasteve te izoluara te huliganizmit, nuk eshte shprehur ndonje forme ekstreme qw do te impononte masa te tilla ndeshkimi.\u00a0<\/span><\/p>\n<\/div>\n

\u201cFatmiresisht, deri me tani mund te them lirisht se ne komunen e Decanit nuk kemi pas ndonje dukuri shqetsuese me permasa qe do mund te prishte qofte imazhin e Policise se Ksooves, qofte imazhin e sigurise apo te shkollave ne komunen e Decanit\u201c.\u00a0<\/span><\/em>\u00a0<\/span><\/div>\n
